“Prevent a Tragedy, Save a Life”
Ohio is ground-zero for the opioid crisis, and the stakes are high for our kids, family, and local community.  Many of us have been impacted in some way, and the statistics are alarming: 75% of heroin users started out on painkillers, 2016 opioid deaths exceeded 53,000, and Ohio is ranked second among states for opioid deaths.
 
We have assembled a panel of experts with diverse backgrounds - including drug abuse counseling, law enforcement, pharmaceuticals, and education – who can provide valuable information to prevent addiction and answer your questions such as:
 
  • What are opioids and how do they impact our community?
  • Why are opioids so deadly?
  • What questions should I be asking my physicians? 
  • How do I know if a family member, friend, or even I have a problem?
  • What immediate risks do our kids face?

Meet the Panel:
 
Dr. Silvana Balliu – Pharmacist, Cleveland Clinic
Dr. Balliu has been working as a pharmacist at Cleveland Clinic since 2004. Initially, in her role as a Clinical Staff Pharmacist, she worked directly with physicians, nurses, patients and other healthcare professionals to ensure that the medications prescribed for patients contributed to the best possible outcomes. Pain management and opioid use have been one of her areas of interest. In collaboration with other members of the health care team, she has applied her clinical expertise to minimize the use of opioids and risks associated with them.
 
Currently, Dr. Balliu is part of the Medication Safety team at Cleveland Clinic. She works closely with different healthcare providers to improve efficiency and quality of care based on data and other tools offered by health information technology. 
 
She received her doctoral degree in pharmacy from the Midwestern University in Chicago. Dr. Balliu completed her PGY-1 Pharmacy Practice Residency at Mid-Michigan Medical Center to expand her knowledge of medication therapy and clinical expertise. She completed her internship at the H. Lee Moffitt Cancer Center in Tampa, Florida.
 
Douglas E. Rohde – Lake County Crime Laboratory Supervisor of Chemistry and Toxicology
Douglas E. Rohde has been employed by the Lake County Crime Laboratory since January 2000 and serves as the supervisor of chemistry and toxicology. He earned a bachelor of science degree in chemistry from Gannon University and a master of science degree in chemistry (clinical) from Cleveland State University. His duties include the analysis of solid dose substances and body fluids for the presence of drugs and poisons. Prior to his current position, he was employed in the Department of Pathology and Laboratory Medicine at the Cleveland Clinic Foundation for 12 years and has performed forensic toxicology testing since 1983. Mr. Rohde has provided expert testimony/opinion reports in the areas of alcohol/drug analysis and impairment in several counties in Ohio and Pennsylvania. He is a Fellow (Toxicology Section) of the American Academy of Forensic Sciences (AAFS) and holds board certification from the American Board of Criminalistics (ABC) and the American Society for Clinical Pathology (ASCP). He serves on the National Safety Council (NSC) Alcohol, Drugs and Impairment Division and the AAFS Academy Standards Board (ASB) Toxicology Consensus Body.
 
Dr. Martina Moore – Coordinator of Substance Abuse Disorder, John Carroll University; Substance Use Disorder and Marriage and Family Counseling
Martina completed her Ph.D. at Walden University in counseling education and supervision with a specialization in consultation. She holds a master’s degree from John Carroll University in community counseling and human services. She is a Licensed Professional Clinical Counselor, and a Licensed Independent Chemical Dependency Counselor- Clinical Supervisor. She is the president and CEO of Moore Counseling & Mediation Services, Inc., (MCMS). This organization has seven outpatient alcohol and drug treatment centers in Northeast, Ohio. Her agency is the provider for five City of Cleveland specialized dockets, including drug court, mental health court, veterans court, community court and human trafficking court.
 
Dr. Moore is on the board of directors for Serving and Learning Together (SALT), a non-profit organization where she works on philanthropic activities to provide services such as building dispensaries, schools and libraries in under-developed countries. In 2015, Dr. Moore traveled to Tanzania, Africa where she worked to assist with completing a dispensary for medical and mental health services. In 2017, Dr. Moore traveled to Vietnam where she taught substance disorder treatment methods.
 
In 2015, Dr. Moore received an award from Smart Business Magazine as a 2015 Progressive Female Entrepreneur. In 2016, she received the Community Service Pillar award from Medical Mutual. In 2017, she and her husband were awarded Business Persons of the Year by the Euclid Chamber of Commerce.
 
In her spare time, Martina is an avid traveler, and she enjoys spending time sitting by the ocean.
 
Sgt. Tony Mele – Mayfield Heights Police Department
Sgt. Mele has served 20 years as a police officer, including five years on the S.P.A.N. Drug Enforcement Unit, eight years as MHPD K9 handler, and serves as a MHPD juvenile officer.
